It is how babies talk, and it is not formal english. It can be used in conversation to ask a boyfriend/girlfriend something in a cute way, but it is not common.

Pwease is certainly baby talk. Outside of baby talk, the only place you'll see this is someone trying to be cute or silly. This should only be used for someone you are very comfortable with though.
